of new electoral divisions or wards, and the
alteration of the boundaries of electoral
divisions or wards; and
(b) the total number of councillors, the apportionment
of councillors amongst electoral divisions or
wards, the assignment of existing councillors
to altered electoral divisions or wards, and the
first election of councillors for any new or
altered area, electoral division or ward.
(3) A resolution made under this section may contain
such provisions as may appear to be necessary or proper
for regulating all matters incidental to the changes
effected by the resolution in matters connected with the -
administration of justice.
(4) The Legislative Council may by resolution amend
any resolution previously made under this section.
70. (1) Every accretion from the sea, whether
natural or artificial, and any part of the sea-shore to
the low-water mark adjoining any part of the Municipality,
shall for the purpose of this Ordinance be annexed to,
and incorporated with, the Municipality and to and with
the ward or wards which such accretion or part of the
sea-share adjoins, in proportion to the extent of the
common boundary.
(2) If any dispute arises as to whether the whole
or any part of any such accretion shall be annexed to and
incorporated with the Municipality or to any ward or wards,
such dispute shall be referred to the Governor and the
decision of the Governor shall be final.
71.- (1) Upon the making of any alteration of the
area of the Municipality under section 69 of this Ordinance,
the Government and the Council may enter into an agreement
for the purpose of adjusting any property, income, debts,
liabilities, expenses or other financial relations
affected by the alteration.
